Well, if you're going to be up to your metaphorical armpits in preferences,
could you please take a look at:

please? It had quite a number of dependent bugs that all seem like they
would greatly enhance user customisability of Bugzilla, but those can't go
ahead properly until this one is solved.  Also, this would dovetail nicely
with what you're going to be doing *anyway*.

I've already got a local patch for id=199048 that I'd be willing to up-rev
to the latest version and post... but I had to hack up a one-off, one field
'Local Preferences Page' to make use of it. I'd rather there was a global,
bugzilla-centric page I could use on which I could hang this.

(I've got a local implementation of a fix for id=11368 as well that I could
make public... and that one is also dependent on this bug.)
