what should be bug to testcase relation

Hello,
        I am a perl developer and I working on project
which support testcase management system and bug
tracking  system. I also know the bugzilla well. I am
confused about what should be the test case to bug
relation Is it one-to-one or one-to-many or
many-to-many. Some experts says that it should be one
to many ie one test case can have one or many bugs.
    Please help about relation and tell me what is standerd.
