It seems like the behavior you want there is not 'disable user' but
something else- perhaps a different account type for lists. Certainly
we'd find that useful.

[As an aside, it is terrible design practice to cripple one feature on
purpose and make it behave completely differently from what everyone
expects because someone has had a lack of a different feature and
grafted this one to fit their needs. Don't continue to break the one
feature, fix it and do something else to fulfill the other needs.]
