2.18 release push

OK, it's been a couple weeks since rc3 went out, and I haven't seen any 
serious release blockers show up.  We still have a couple blocking2.18+ 
bugs left, if anyone who has some time can look into attacking them 
(some have patches that just need review, others need patches).

There is a link to a query which returns all blocking2.18+ bugs on
