i'd like to complain about special casing those two groups.

people who want to act as qa should take their roll in the QA field.

and 'triagers' should stick around long enough to find out if they blew 
it. the volunteer triagers we have @bmo make too many mistakes to be 
participating in hit and run triaging. they also change too few bugs to 
justify not eating the bugspam for the duration of the bugs they touch.
