I'm being open-source-centric. I would expect any closed Bugzilla (such 
as async's) to have a much smaller set of users, almost all of whom have 
editbugs, and zero of whom abuse that privilege, or complain about the 
privileges of others. So the admin burden is much less.

Anyway, the original feature ("force someone to CC themselves if they 
want to comment") was suggested as a counter to a problem only found in 
OS projects anyway.
