For the record, we're already using some page-specific CSS, and my
proposal doesn't change that: page-specific css goes into css/, with a
reasonable filename. This protects us from conflicts and bit-rot.
My proposal calls for a single *customization* point: css/custom.css --
simplistic, but perhaps enough for Bugzilla.
