I certainly didn't mean reaching consensus would a sensible target here.
Myk's right; the approval of relevant parties is sufficient. Anyway, in a
project where contributors come from very different backgrounds and have a
vast spectrum of both web design and Bugzilla environemnt experience, it
would be downright stupid not to take advantage of that in the planning
phase - even when it comes to listening to suggestions about fairly minor
details (such as the css stuff discussed on this list months ago).
And again, not that we'd have to reach consensus nor that you'd have to
obey any opinions. When the implementation decision is made, then it's time
to shut up and see what appears. Before that, everything should be game and
everyone should be listening. IMHO, of course.
