I'd like to add a couple points:

- The ultimate implementation of this look and feel would be best done 
with current CSS.  This would tend to degrade reasonably to older systems 
while providing users of current browsers a prettier interface.

- Red Hat has redesigned the user interface for bugzilla and has ended up 
with something that is certainly prettier than what we have now.  Whether 
it would make a good or bad starting point I'm not sure.
