LATER is definitely going. If the situation is "I want to fix this bug 
later, but not now", then you should change the Target Milestone (to 
"Future" if necessary), not resolve the bug. This is a discovery based 
on long experience on b.m.o. If a bug isn't fixed, it should remain open 
so it can be found with queries.
