Multiple bug reports for a single problem

In addition to loosely tying them together, it may be beneficial to offer an
easy way to offer an easy way to create these orthogonal bugs. Here we've
implemented a "Branch bug to version <dropdown>" action that creates an
identical bug with a new version.
