I was thinking the same thing...  I promoted the bug requesting that to 
a release blocker last night. :)

This isn't a bad idea.  I saw Chris's reply saying to do it in the 
tarball, but I'm pretty sure tar will kill the +s bits when you unpack 
the file if you're not root when you unpack it.  Not to mention it's 
nice to have a way to automatically recover if you mess them up (which 
I've actually seen people do pretty frequently).
