Default recipient for all new/changed mail

If you're not using the QA field, enable it, and make a dummy account that
is the address you want stuff sent to. Set the mail preferences the way you
want them for that dummy account. Then, make the default QA contact the
dummy account for each product/component you want to get copies of changes
for.

Just FYI, per product default CC lists is bug 38922.
