PostgreSQL support

I've uploaded a new version of pgsetup.pl to the appropriate bug ID
(98304).

I've stripped it of all history and work around code, since there's no
released version of PostgreSQL support anyway.

Furthermore the schema is a tad bit different from MySQL, but it
reflects the purpose better of the code and could be taken as an example
for other databases.  And perhaps even the RDBMS agnostic schema.

I'll fix up the cgi's in the coming days, perhaps using the DBCompat.pm
module already, which I posted earlier with the PostgreSQL fixes on
Dave's earlier work.
