Customizing Bugzilla Templates by Product

Hello, 
 
I'm very new to the whole Bugzilla administration and customization.  I
understand that version 2.16 as incorporated the use of templates.  I would
like to know if there is a way for a product to have it's own customized
template for entering a bug.  For instance I would like the components label
to read "Type of Issue" for one product and remain Components for all other
projects.
 
Also, is there a way to add a user defined drop down list?
 
I'm running 2.16.1 of Bugzilla.
 
I could really use a quick answer or direction on this.  Thank you in
