What can be cause of slow perfomance on 2.16.1 version

Try invoking sendmail -v <addresses> manually from the command line and 
sending a message to the same list of users Bugzilla is trying to notify.
If sendmail takes a long time to complete its work and come back that 
would be the culprit.  If that is the case, my best guess on a root 
cause would be if your sendmail is waiting for DNS to timeout before 
trying anohter way to resolve an address.
