What can be cause of slow perfomance on 2.16.1 version

[usmle Prep]

When I submit a bug, I am receiving an e-mail
notification that the bug is submitted, but the
post_bug.cgi shows up only after some time in the
browser.
The same thing happens even when I modify the bug, I
recive the e-mail even before the proces_bug.cgi shows
up  inthe browser.
What could be wrong.Any guessed would be very helpful.
