Does anyone believe they will be releasing v4.1 as stable/production by the 
time the changes mentioned are incorporated into the stable branch?

If you can answer yes, then go for it.

Asking a sysadmin to install beta (no less alpha) quality database, which
may interfere with there production quality install when installing a
stable release of bugzilla is inappropriate. IMHO

This supports subselects and Unicode.

Is there an argument for moving to it before we start converting lots of 
database stuff? It would prevent us having to write subselect emulation 
cruft.

throughout? Presumably Unicode support means you can store it as text 
rather than binary.
