In general you can look on http://www.bugzilla.org/download.html for
templates, they're listed about halfway down the page.  However, the
Spanish ones aren't listed there yet because I haven't gotten any
confirmation that they're complete or that anyone's actually been
maintaining them beyond the initial posting.
