Support for multiple "Locations" in bugzilla

If you are going to do an architecture proposal, there's discussions 
that happened on this mailing list, and probably in the newsgroup 
(netscape.public.mozilla.webtools) as well that you'll need to read. 
You'll need to read the bug, of course.

But, I was rather hoping that bbaetz, as our database guru, would lay 
down the law about the right way to do this.
