Support for multiple "Locations" in bugzilla

Okay, let me do some research on the "backstory" here.  :)

I'm going to check with my boss to see if he will approve my working on
this (more work short-term, less work long-term) and if so, I'll try to
come up with an architecture proposal and bounce it off you guys.

If there's already a proposal that looks like it's just about there, I'd
appreciate a pointer.
