That would be the Email Notification component.
Right now, sendmail is used/required, but you might be interested in bug
84876, which will be changing that.
If you need to hack at things and you're using < 2.17.3, look for
processmail (actually, you'll probably just want to grep for "sendmail"
to make sure you get all the instances of it); if you're using CVS (not
likely, but...) take a look at BugMail.pm, which just went in. =)
