Bugzilla Help needed

The  executable-bit is set for this cgi-file and the error logs is as
follows

[Wed Dec 17 16:10:10 2003] [error] (13)Permission denied: exec of
/root/bugtracker/temp/bugzilla-2.16.4/test.cgi failed
[Wed Dec 17 16:10:10 2003] [error] [client 127.0.0.1] Premature end of
script headers: /root/bugtracker/temp/bugzilla-2.16.4/test.cgi

Can you please help me out with this....

You don't make a cgi-script with root-privileges accessible from network
do you???

Is the executable-bit set for this cgi-file?
 chmod u+x /root/bugtracker/temp/bugzilla-2.16.4/test.cgi
