That doesn't necessarily follow :-) And the ease of implementation of 
something is unrelated to how desirable it is.

Client-side stylesheet switching and alternate stylesheets is a 
different thing to an inbuilt skin system with prefs and so on. I'm all 
for the first (although I don't think Bugzilla needs more than one in 
its CVS) but wary of the second.
