It still needs to be usable with ns4 and text mode browsers such as 
lynx.

Although I'm wondering if we should relax our definition of 'usable' 
when applied to ns4....

Converting for the sake of converting seems fairly pointless to me, 
though. If it makes the page look better, thats a differnet matter, 
though.

And Hixie vetoed XHTML-as-html, and since IE (among many others) doesn't 
like the XHTML mimetype, theres not much point in that easier.
