Have a look at the documentation for mysqldump - that does export and 
import, in a "whole database" sense. If you want it more fine-grained, 
then you can request bugs as XML and store that data, later importing 
them using importxml.pl. But we don't support bug deletion from 
databases - it causes all sorts of problems.
