Someone who's willing to maintain a test Win32 installation.

There are automated tests, but I don't think they're ported to Win32, and
they're probably not as comprehensive as what you're thinking of as
"automated tests."

Whenever a specific [needed for Win32bz] bug gets checked in, and probably
also at release time.
