Well, that was the purpose of doing developer's releases--to let 
semi-conservative installations update to "semi-stable" releases more 
regularly--so lots of people using 2.17.3 is more indicative of the 
success of the developer's releases than any pressure to release 
something "stable."  Still, in general I agree that we should release 
2.18 sooner than later, modulo meeting the most important goals on our 
list.  Even with successful developer's releases, there's marketing 
value in shipping a new production release periodically (it keeps us in 
the public eye), not to mention the value of getting to define a new 
stable development branch so we can stop supporting the old one.
