There is now a patch attached to
http://bugzilla.mozilla.org/show_bug.cgi?id=168804
(Document CheckCanChangeField so sites can modify it for local needs)
which does what I've been suggesting. As well as changing the code, It
includes a new section documenting how it works for the Bugzilla Guide.
If people could have a look at what I've done and comment in the bug,
that would be great.
Irrespective of whether we eventually have a more sophisticated
implementation, I believe this is worth doing now.
