yes, I did.

given that i manually created each account and unchecked every mail
option for them, i'd hope not. if it does then something in bugzila is
buggy.

note that endico claims data/nomail may actually not be working and
nobody at mozilla.org is relying on that mechanism. so if there's a problem
b.m.o is *already* suffering from it, but will not be suffering from my
changes.

all of layout is essentially volunteer, they explained this to asa the
day he finally yielded.
