The tree is open

The 2.17.1 tarball has been rolled and the tree is open again (this was
done before Joel's groups patch was checked in).

Approval will still be required for all checkins, but we'll be much more
liberal about what gets approved now.

2.17.1 will be getting posted on the ftp/web site as soon as mozilla.org's
ftp staging server is up again (it's been down yesterday and today)
