EXAMPLE:
configset listname max_total_header_length = 3072

The max_total_header_length contains the maximum length in characters
of all of the headers in a posted message. By default, a message with
headers that exceed this limit will be sent to the moderators for
approval.

Setting this value to zero will disable the total header length check.
The "max_header_line_length" setting can be used to check the size of
individual headers.

The length of the headers of a message is stored in the
"total_header_length" access variable. If the limit is exceeded, the
"total_header_length_exceeded" access variable will be set to 1. See
"help configset_access_rules" and "help access_variables" for more
information on access variables.
