Bugzilla Meeting for February is on Wednesday, 9pm UTC

So this is the second month in a row we've canceled the meeting at the
last minute because most of the project leads couldn't make it and we
didn't have the people available who were supposed to talk on the items
that were on the agenda.

Should we pick a new time to have it?  Seems like this one isn't working
very well.  Do we need to still be having a meeting?
