Need an anti-spam extension

Note that what Denis is proposing is quite similar to what BMO's AntiSpam extension does:

Meanwhile, the tracking bug for adding anti spam protections as a core feature

Note this is specific to prevenient /spam comments/ and spam accounts, it is not related to
email harvesting (which is getting easier with the change to login names in the unreleased 6.0).
