Filing bugs on Landfill; upgrading Perl on Landfill

We don't have a BMO component in the Bugzilla product for Landfill
issues: would that be a good idea?

I ask because bugzilla-tip is down - not because of any of the recent
git-related shenanigans, but because:

We need to upgrade the Perl on the box.
