How to configure Mail as bug in Widnows Bugzilla 3.6.2

I am searching for How to configure Mail as bug in Widnows Bugzilla 3.6.2.detail below.

I have installed and configured the Bugzilla 3.6.2 in Windows 2003 Server with 64 bit and I am trying to configure the Mail a bug in Bugilla version 3.6.2 since last 2 months but I did not find any document.

can you please send me the configuration details.
