That may be so, but you could fix that without a rewrite - just create a 
new set of templates, and use the web services interface to make the 
changes. This would be excellent, and far less work.

I think you are perhaps underestimating the amount of work this would 
be. How long do you think you'd need to spend on it? It's taken 14 years 
to develop Bugzilla...
