Use Testopia over Web Service

Hi..
I am a newbie and I want to use the web service of the testopia. I want to
create a sample java-application in order to get  and send information.
Unfortunatly I can not find any detailed information for this. I installed
bugzilla with testopia extesnsion (testopia-2.4-BUGZILLA-3.6) by Win-Xp.
Everything  functions. 

First of all I dont have any "tr_xmlrpc.cgi" file in my bugzilla path. Can
anybody explain me  step for step What I should do (Add files?,
configuration?). And write a piece of java code? (For example get the list
of all test cases for the testplan1 by the product1).
