I'll spare you all my opinions about the psychology of people who contribute to open source, but I believe there's only so many of them.  The most effective way to get new Bugzilla developers is to cannibalize them from similar projects.

The person or team that undertakes to attract new developers should focus less on convincing Bugzilla users that they might find satisfaction from contributing and more on convincing open-source programmers to abandon their loser project in favor of Bugzilla.
