They used to have to hack Bugzilla to pieces to make it actually work in
Debian because of their enforced file structure. Modern versions of
Bugzilla don't need such hacking (there's one file to patch to set all
the paths where you want them and the rest of the files shouldn't need
to be touched other than being separated into the appropriate
directories). But that's all moot if there's nobody maintaining the
package.
