brazilian portuguese localization

Hello all,
I'm still struggling to translate EVERYTHING. Web pages were
relatively easy comparing to e-mails, wich required a change in
BugMail.pm

Now I'm facing problems with CSV exports. The characters are not in
UTF-8 format. There seams to be a BUG filed for that, but with status
RESOLVED FIXED:

Does anybody know if there is really a problem when exporting to CSV?
If so, is it the case to reopen this bug or to file a new one?
