the release process of Bugzilla

As I keep reading about the release process of Bugzilla I noticed that
1) it is still based on CVS
http://www.bugzilla.org/docs/release.html#tag_releases
2) There are some scripts that are not in Bazaar?
    http://www.bugzilla.org/docs/release.html#create_the_tarballs
    tells me about
    "Now, there's a script for building Bugzilla tarballs.
mkanat at bugzilla.org has the latest version, usually."

   Is this still kept privately? May I ask that to be added to the repository,
   maybe in a subdirectory called "tools" ?

   That would allow me to learn what else need to be done for the
packaging of Bugzilla to CPAN.
