	I meant that Bug.update would exist in the WebService, which means that
$bug->set_all would be implemented in at least process_bug.cgi. I don't
think purely-architectural features should block a major release, though
(such as converting email_in to use $bug->set_all).

unless somebody other than me steps up to do them both.
