Soft Freeze Is Now

	Hey folks. We are now in a soft freeze. That means that if you attach a
patch now to a bug that wasn't under review, then that patch will be
going into a later release of Bugzilla, not 3.8/4.0.

	Patches that are currently under review may still make it for 3.8/4.0,
as long as they get in before the hard freeze, which is in two weeks.

	After the hard freeze, we will branch.
