Apache config changed on 4.0/branch

	Hey folks. If you're running under Apache with mod_cgi and you're
running the very latest 4.0 or trunk code, you should be aware that the
required AllowOverride configuration has changed. It now also needs
FileInfo and Indexes. (This is in the documentation, also.)

	mod_perl users do not need to make any adjustments, they will get this
change automatically.
