Easier Patch Submission? Is it possible?

In my case, set environment to bypass blocked ports so I can connect to CVS
@ command prompt:
SET CVSROOT=:pserver:anonymous at cvs-mirror.mozilla.org:/cvsroot
cvs diff -Nu > patch.diff
30 files changed => edit path.diff and filter which patch diffs I want
sent, say only 3 of them => update the BMO bug and attach file
5 Minutes being relative, at times 30 seconds is hard to come by or
easily forgotten due a fire.
