FYI from bzr docs:

Configuration files are located in $HOME/.bazaar on Linux/Unix and 
C:\Documents and Settings\<username>\Application Data\Bazaar\2.0 on Windows.

bzr is not (yet) installed as an MSYS binary so it is not using the 
$HOME location here.
