SQLite Installations Can Now Upgrade

	As of a few days ago, checksetup.pl is capable of successfully
upgrading a SQLite Bugzilla database from one version of Bugzilla to
another. There's still a chance that there will be some sort of terrible
database corruption in the upgrade code that will require you to trash
your entire database, but so far it seems to be working fine, and should
be ready for more general testing.
