"Theoretically" meaning that in the future we may introduce a feature 
which inserts comments into the middle of the stream, but we haven't 
yet? Or meaning that Bugzilla already does this in some circumstances?

I know we don't renumber when some comments are made private. And if we 
did do this, people's URLs would break...
