Do we need mail-sendmail installed in perl to use scmbug

The problem that I am now facing is after running the glue_install on
my machine, I am getting the msg
"file pre-commit.bat cannot be opened"
I searched online and got the solution that i need to install log-
log4perl on my machine.
However it is already installed on my machine. and i m @ a dead end
now.
Please help!!!
